Vacancy- Director of Financial Services
Principle Accountabilities
- OVERSEES effectively the Finance, International Affairs & Quality of Service, Agency Services and the Information Technology Department;
- PROVIDES Financial advice to the Postmaster General and the Board of Directors
- MANAGES Cash Flow (Expenditure);
- ANALYZES Financial statements and other related documents to reduce financial risks associated with making investments or spending decisions;
- CONDUCTS reviews for cost analysis and profitability pricing;
- ENSURES that all direct reports follow Financial SOPs;
- ENSURES that debt collection is managed and same remains current;
- REVIEWS and IMPLEMENTS new procedures (manual & Software) to achieve efficiency in each section of the Finance Department;
- REVIEWS the yearly budget submitted to the Ministry of Finance;
- INTERPRETES financial statements to prepare monthly financial reports, with ratio analysis and comparative analysis to show performance; and producing graphs to illustrate trends for the Senior Management Team;
- REVIEWS accounting systems and procedures for prompt and full accountability for all financial transactions relating to receipts and payments;
- APPLIES principles of Financial Management, administrative processes and systems; cost management, control and evaluation; and of achieving organizational objectives in the production of Reports;
- MAINTAINS appropriate financial, managerial and cost accounting records, of all business activities of the Corporation; and reporting on its financial position within a given period;
- DESIGNS and IMPLEMENTS systems for general accounting, including Programme budgeting; analysing financial performance of the operations; and projecting future expenditure related to the strategic and corporate plans;
- CREATES unusual budgets for business, including evaluating the needs fo each department in the long term;
- VERIFIES external security accounts/invoices (transport of remittances/cash) ;
- APPLIES for and manage UPU projects;
- PROVIDES leadership to all Heads of sections in the Finance and Agency Services Departments;
- Any other job related duty assigned

Qualification/Experience
- Professional Accreditation in Accounting that is ACCA, IACPA, CCA, CIMA or ICMA. Professional Accounting qualifications with five years’ proven experience
OR
- University First Degree in Finance or Accounting with over five years and up to ten years’ experience.
- Extensive knowledge of financial processes, techniques and practices. Work requires knowledge of: planning, monitoring and evaluation methods and technical directives. The employee must also use judgement and ingenuity in developing applications to specific areas of work.
- Comprehensive, intensive practical knowledge and skills in applying knowledge to difficult and complex work assignments.
- Computer Literacy in Microsoft Applications
